Friday on State of the News, we spent some time with Courier-Journal writer Deborah Yetter, who authored or co-authored a series of recent reports on youth incarceration in Kentucky.Kentucky has one of the highest rates of youth incarceration in the country for status offenses (truancy and other noncriminal charges). It's an expensive practice that critics say accomplishes little and often does more harm than good. Yetter explained some of the findings and possible changes on the horizon.
