Speaking on CNN's "State of the Union," on Sunday, Senate Minority Leader MitchMcConnell, R-Ky., said the debt limit debate presents "an opportunity" to take on federal spending.Before voting to increase the government's $14.3 trillion debt ceiling, McConnell has called on Congress and President Barack Obama to institute a two-year spending cap.
