A proposal that would place video lottery terminals at seven Kentucky horse tracks has cleared its first legislative hurdle.The measure cleared the House Licencing and Occupations Committee, and has been sent to the House Budget Committee for further consideration.But the proposal, sponsored by House Speaker Greg Stumbo, faces an uncertain future in the current legislative session."At this time, on this day, I doubt that that bill has enough support to pass this chamber.
