Heating Subsidy Program for Low-Income Louisvillians Starts Nov. 12

Appointments begin Nov. 12 for low-income Louisvillians seeking help paying utility bills during the winter.It's a multi-step process. On Thursday, Friday and Monday (Nov. 11), people needing assistance should show up to the Urban Government Center (810 Barret Ave.) to get an appointment. Those appointments begin Nov. 12 in three spots around the city (details below). "LIHEAP applications will be completed at the time of the appointment and the assistance received is a one-time benefit, paid to the heating vendor," said a news release from Community Action Partnership, which runs the program.The 2013-14 launch of LIHEAP ( or Low Income Home Energy Assistance Program, for long) wasdelayed because of the federal government shutdown.Pre-registration began last month.Here's the full news release—including info about what you need to bring—from CAP:

The annual program that helps low income residents of Louisville with their utility bills begins Nov. 12. LIHEAP, the Low Income Home Energy Assistance Program, is operated by Community Action Partnership part of Louisville Metro Community Services and Revitalization. The Subsidy Phase of LIHEAP will run this year from Nov. 12 through Dec. 19. 


Residents wishing to apply must have an appointment. Appointments will begin being scheduled, in person only, Nov. 7 and Nov. 8 between 7 a.m. to 4 p.m. at the Central CAP Office only located at the Urban Government Center, 810 Barret Ave, and at the same location on Nov. 11 between 7 a.m. - 1 p.m.


For the Subsidy Phase of LIHEAP, residents can apply regardless of the status of their utility bills and need to bring the following documents when scheduling an appointment: 


1. Picture ID (if available) 

2. Most recent heating bill 


Verification from landlord, stating heating expenses are included in rent 


Starting Nov. 12, appointments will be issued at all three CAP offices weekdays between 8 a.m. - 1 p.m. based on appointment availability. Upon registering for an appointment, residents will receive an appointment slip verifying the appointment date, time and location. LIHEAP applications will be completed at the time of the appointment and the assistance received is a one-time benefit, paid to the heating vendor. All offices will be closed Nov. 28 and Nov. 29 and no appointments will be issued on Fridays at the East Office.

Applicants must be Jefferson County residents with a household income at or below 130% of the federal poverty guidelines and willing to provide the following documentation at the time of their appointment:

Picture ID for head of household (if available)

Proof of all household income for the preceding month (food stamp award letter, Social Security award letter, pay stubs, etc.). All individuals 18 or over in the household with no income – and who do not receive food stamps -- must have a Proof of No Income form completed prior to applying for benefits (Available at the CAP office at 810 Barret or at www.louisvilleky.gov/cap.)

Social Security card(s) or official documentation with social security numbers or Permanent Resident Card Numbers for everyone living in the household.

Most recent heating bill or verification from landlord that heating expenses are included in the rent (i.e. lease agreements).


Individuals who are unable to apply for this program in person may send a representative on their behalf with a note including the applicant’s signature and phone number. Call 574-1157 for more details on how this process works. Residents who are homebound -- which means a medical professional can verify they are confined to the home -- and who are unable to send a representative, may call 574-1274.
