The Louisville Metro Council will elect a new president tomorrow.Eighth-district Democrat Tom Owen has his party's support and therefore a majority of the votes, but Republican Ken Fleming is still considering a run. Fleming is expected to make a decision before the council's meeting and election Thursday.If elected, Owen would be the fourth consecutive Democrat to hold the council presidency currently held by David Tandy.Democratic Councilwoman Tina Ward-Pugh had considered running for the presidency, but decided against it after endorsing Tyler Allen in the Louisville mayor's race.Two Republicans have been elected council president since the city/county merger in 2003.
