Early registration for the elderly and disabled has begun for Louisville’s Low-Income Heating and Energy Assistance Program, known as LIHEAP.
The program helps eligible residents pay a portion of their energy bills during the cold weather months. It’ll open in November to any households with incomes at or below 130 percent of the federal poverty line, said Debbie Belt, a spokeswoman for the city’s community and revitalization department.On Monday, only those who are elderly and disabled can register.Throughout October, the city department will visit 17 sites to help register eligible residents for LIHEAP. (Here are those locations and times.)"We’re trying to make it a lot easier for those elderly, disabled folks to apply for these services,” said Belt.Last year during this period, more than 10,000 households were served. Belt said her department expects to have similar numbers this year. Funds will be distributed in early November. Another round of funding during a "crisis" phase is expected to open in later winter months.Applicants must be willing to provide the following:
Picture ID for head of household (if available).
Proof of all household income for the preceding month (food stamp award letter, pay stubs, etc.).

Social Security card(s) or official documentation with social security number(s) or Permanent Resident Card Number(s) for everyone living in the household.
Most recent heating bill or verification from landlord that heating expenses are included in the rent (i.e. lease agreements).
