Update: The Kentucky Legislative Ethics Commission Rehears John Arnold Case, Finds Him Guilty

Quick update: Former Kentucky Representative John Arnold has been found guilt of violating state ethics laws in sexual harassment complaints.This time around, more members were present, and by a five-to-one vote, Arnold was found guilty in all three charges against him.He will be fined a total of $3,000. Arnold's attorney says he will appeal the ruling in Franklin Circuit Court. He also says Arnold, who retired after the allegations against him were made public, has dementia.     We'll have more details coming up. Earlier: The Kentucky Legislative Ethics Commission voted unanimously today to rehear complaints filed against former state Rep. John Arnold. Last month, the panel cleared Arnold of ethics claimsfiled by three Statehouse staffers, who alleged that the Sturgis Democrat sexually harassed them. Arnold resigned in September. After last month's ethics commission meeting, Kentucky Public Radio's Jonathan Meador wrote:  Only five members of the nine-member panel were present for Tuesday’s deliberations. The panel’s bylaws stipulate that motions to convict a legislator of an ethics violation require five votes. Judge Tony Wilhoit, executive director of the ethics commission, said that three members were out of town, and one position, appointed by the LRC, has been vacant for years.
