Senate Considering Changes to Special Taxing District Reform Bill

A bill aimed at reforming the way special districts are treated in Kentucky is likely to undergo some changes in hands of the state Senate.House Bill 1 is a partnership between Auditor Adam Edelen and House Speaker Greg Stumbo, based off recommendations Edelen made during his investigationof special taxing districts across Kentucky.The bill creates a central registryfor the districts and also helps align dozens of statues they must abide by.But Senate leaders, including President Robert Stivers, say the bill will be tweaked soon in their chamber.  Majority Floor Leader Damon Thayer is doing most of the changes, Stivers says."He tells me he's had some discussions with House members on what they felt were good aspects and bad aspects of the bill," Stivers says.Thayer has in the past filed bills allowing some fiscal court oversight over special districts and says House Bill 1 could have some of those old initiatives added.And that's not his only change."There have been some concerns raised, that potentially the bill centralizes too much power with the Department of Local Government here in Frankfort," he says.Senate leaders say discussions on the bill are still on-going, including with House members.
