Steve Beshear tonight delivers his third State of the Commonwealth address since taking office in December 2007.House Speaker Greg Stumbo says, like last year, he expects Beshear to talk about the difficult financial situation in which the state finds itself.“That we’re still in a very deep recession," says Stumbo. "That we have huge budget problems and that we should all work together to try to manage our way through those and cooperate as best we can to get through this terrible economic downturn that the nation and the world is in.”Gov.
