The Louisville Metro Council won't vote on banning the use of plastic bags for yard waste. Council members say the ban doesn't have enough support to pass.If it had passed, residents would have had to use paper or bio-degradable bags for waste. Yard waste in plastic bags can't be composted because of the plastic, so the bags must be dumped in landfills instead.The environmental group Brightside says it will continue to try to educate homeowners on the benefits of using paper or bio-degradable bags.
